Green Residential Building Program (GRBP )
In September 2008, Section 1872 of the Public Authorities Law (PAL) was enacted, authorizing NYSERDA to establish and administer a Green Residential Building Program (GRBP or “Program”). The Program is to provide incentives to owners of new and substantially renovated residential buildings that receive a Certificate of Occupancy or Certificate of Completion on or after January 1, 2010. The Program applies to single family homes and multifamily buildings with fewer than twelve dwelling units.
The Program will promote green design and building practices throughout New York State. Green design and construction practices can lower energy costs and reduce production of greenhouse gases, reduce waste, pollution and use of natural resources, and improve indoor air quality.
NYSERDA’s Role in the GRBP
PAL Section 1872 requires NYSERDA to develop rules and regulations for administering the Program. NYSERDA has convened an Advisory Group, with participants representing State agencies, affordable housing, building industry, and green building standards organizations to provide guidance and assist in reviewing the regulations.
Development of the GRBP
The Advisory Group met initially in January 2009, to review and comment on the Green Residential Building Program Briefing Paper and identify issues to clarify in the early stages of rule development.
NYSERDA has now developed the draft proposed regulations, with guidance from the Advisory Group. These proposed regulations establish standards and criteria to be used in implementing the Program. The Advisory Group met again on June 19, 2009, to review and comment on the draft proposed regulations.
